With the coming into force of section 17 of the Measure,
the Commission has a power, with the agreement of the Archbishop of
the Province, to require the process for creating or reviving a
suffragan see to be followed in respect of any vacant see if
considers that the proposal to fill the see requires further
consideration. Guidance for Diocesan Bishops is available on the

The process for creating or reviving a suffragan see (laid down
in section 18 of the Measure) involves a report by the Commission,
which must include
-
a statement of the effect of the proposal on the mission of the
Church of England, and
-
an estimate, drawn up in consultation with the Church
Commissioners, of the financial effect of the creation or revival
of the see.
The approval of the diocesan Synod and the General Synod is then
required.
Diocese of York Episcopal Oversight
Consulation
As part of its statutory brief the Dioceses Commission is
starting a round of consultations in the Diocese of York focused on
the arrangements for episcopal oversight in the diocese. As part of
this exercise a sub-group from the Commission is meeting a
cross-section of people in the Diocese and inviting written
comments.
