DRAFT CHURCH OF ENGLAND MARRIAGE (AMENDMENT) MEASURE -
DRAFT MEASURE FOR REVISION (FIRST CONSIDERATION AT THE NOVEMBER
2010 GROUPS OF SESSIONS)
Report by the Revision Committee
The Chair of the Revision Committee, Mr Clive Scowen (London),
moved:
'That the Synod do take note of this Report.'
The motion was carried.
Following debate, an amendment listed as item 508 on Order Paper II
was moved by the Revd Christian Selvaratnum (York) regarding Clause
1 that was not supported by the Steering Commitee. Synod chose to
continue debating the amendment but it was lost. Synod voted
for Clause 1 to stand as part of the Measure.
The Revd Canon Simon Killwick (Manchester) moved amendment
listed as item 510 on Order Paper II regarding Clause 2. It was
not supported by the Steering Committee. Synod chose to continue
debating the amendment and it was carried. Synod voted for
Clause 2 to stand as amended as part of the Measure.
Synod voted for Clause 3 and the Long Title to stand as part of
the Measure.
The Chair of the Steering Committee, the Rt Worshipful Timothy
Briden, Vicar General of the Province of Canterbury (ex officio),
then moved, subject to the provisions of SO 61(b):
'That the Measure entitled "Church of England Marriage
(Amendment) Measure" be finally approved.'
The motion was carried.
THE PAYMENTS TO THE CHURCHES CONSERVATION TRUST
ORDER
2011
Order made under section 53 of the Pastoral Measure 1983.
The Bishop of London moved:
'That the Payments to the Churches Conservation Trust Order 2011
be
approved.'
Following debate, the motion was clearly carried.
PAROCHIAL FEES ORDER 2011
Order made under the Ecclesiastical Fees Measure 1986
The Bishop of Rochester moved:
'That the Parochial Fees Order 2011 be considered.'
Following debate, a call was made for an adjournment of the
debate that was clearly lost.
Following a division of Synod, the motion was lost (134 in
favour, 166 against, 18 recorded abstentions).
THE REORGANISATION SCHEMES (COMPENSATION) RULES
2011
Rules made under paragraph 16 of Schedule 2 to the Dioceses,
Pastoral and Mission Measure 2007
Professor Michael Clarke (Worcester), Chair of the Dioceses
Commission, moved:
'That the Reorganisation Schemes (Compensation) Rules 2011 be
considered.'
Following debate, the motion was carried.
Professor Michael Clarke (Worcester), Chair of the Dioceses
Commission, moved an amendment listed as item 539 on Order Paper II,
which was carried.
Professor Michael Clarke (Worcester), Chair of the Dioceses
Commission, then moved:
'That the Reorganisation Schemes (Compensation) Rules 2011 be
approved.'
The motion as amended was clearly carried.

Dr Jonathan Spencer (Chair of the Church of England Pensions
Board) (ex officio) moved:
'That the Church of England Funded Pensions Scheme (Sodor and
Man)
(Amendment) Rules 2011 be approved.'
'That the Church of England Pensions Scheme (Sodor and
Man)
(Amendment) Regulations 2011 be approved.'
Both motions were clearly carried.

MOTIONS
MISSION ACTION PLANNING IN THE
CHURCH OF ENGLAND
The Bishop of Southwell & Nottingham (the Rt Revd Paul
Butler) moved:
'That this Synod
(a)
recognise the urgent missionary task facing the Church of England
to reverse decades of numerical decline and make new disciples for
Jesus Christ in every community in our land;
(b)
affirm the experience of a remarkable and growing number of
parishes that find mission action planning to be a strategic tool
which helps them grow in faith, numbers and in service to the
community; and
(c)
call on the Archbishops' Council to work with the central
structures of the Church of England to produce a national mission
action plan that will support the parishes in growing the number of
worshipping Anglicans, enabling them to grow in faith.'
The Revd Dr Philip Plyming (Guildford) moved as an
amendment:
'After paragraph (a) insert as a new paragraph -
"( ) welcome the priority given to facilitating church
growth in Challenges for the New Quinquennium (GS 1815)
and Challenges for the New Quinquennium - Next Steps (GS
Misc 995);".'
The amendment was clearly carried.
Dr Philip Giddings (Oxford) moved as an amendment:
Leave out paragraph (c) and insert -
"(c) call on the Archbishops' Council and the House of
Bishops to report regularly to the Synod in this quinquennium on
the steps they are taking, in the light of GS 1815, to support
parishes and dioceses in pursuing spiritual and numerical
growth.".
The amendment was lost.
The Revd Dr Philip Plyming (Guildford) moved as an
amendment:
'Leave out paragraph (c) and insert -
"(c) call on the Archbishops' Council to work with the House of
Bishops to develop the priorities identified in Challenges for
the New Quinquennium (GS 1815) and further outlined in
Challenges for the New Quinquennium - Next Steps (GS Misc
995) into a national mission strategy that will support dioceses,
deaneries and parishes in their own church growth and mission
planning.".'
The amendment was clearly carried.
Following a division of Synod, the motion as amended was carried
(333 for, 9 against, 11 recorded abstentions).
