The Mission and Pastoral Measure 2011

The Mission and Pastoral Measure 2011 consolidates in a single Measure (with some minor corrections and improvements) the Pastoral Measure 1983, a number of subsequent enactments that have supplemented or amended it, and parts of the Dioceses, Pastoral and Mission Measure 2007.

There was a delay in bringing the Mission and Pastoral Measure 2011 into effect. The delay was caused by the need to have the Ecclesiastical Offices (Consequential Provisions) Order 2012 in place first, because it makes certain necessary corrections to the text of the 2011 Measure (find out more under Related Documents - Title Page). That Order was amended by Synod in February 2012 and came into force on 1 July 2012. The Mission and Pastoral Measure 2011 was brought into effect on the same date.

The Mission and Pastoral Measure 2011 Code of Recommended Practice Volumes 1 (Pastoral Reorganisation) and 2 (Dealing with Consecrated Church Buildings) was published in July 2012. This guidance is found under the related link on this page.

Over Summer 2012, we held 2 conferences in London and York on the 2011 Measure, attended by over 100 diocesan staff. Handouts and presentations from those conferences are available under the related link on this page.

The Mission and Pastoral Measure 2011 Code of Practice

The Mission and Pastoral Measure 2011 Code of Recommended Practice is a standard reference for those involved in pastoral reorganisation, closed churches and related matters offering full guidance on procedures. Both the Pastoral and Closed Churches Divisions carry out responsibilities under this legislation.

The Mission and Pastoral Measure 2011 Code of Recommended Practice is made up of two volumes: Volume 1 on pastoral reorganisation and Volume 2 on dealing with consecrated church buildings.

Please note: links within each particular downloadable chapter may not all work at this stage but we will be steadily updating these individual downloads to correct this. Note: From the 1 January 2016 not all meetings will be open to the public. The Commissioners will decide whether to hold a public hearing on a case by case basis. The Code of Practice might not currently reflect this position, but we are working on updating it. Please ignore any reference to automatic public hearings.
