Tom brings significant housing and property experience to the Pensions Board. He is a chartered surveyor and held senior roles at the Royal British Legion, overseeing a UK-wide property portfolio and delivering a major change programme. He was previously a regional director for the Salvation Army, responsible for a portfolio of over 1,000 properties including housing for retired ministers. Tom returns to housing following a stint supporting the UK Foreign Office through the COP26 presidency.
The Church of England Pensions Board provides support with housing to retiring and retired clergy, who will have lived in housing provided with their church roles during their ministry. The Pensions Board’s housing portfolio currently includes around 2,000 properties including rental and shared ownership properties, and seven supported housing schemes.
Tom will join the Pensions Board team on 20 February. He will be taking over as Director of Housing from Loraine Miller, who retires at the end of March 2023 after 16 years working for the Pensions Board. During her tenure, Loraine oversaw the development of the housing service, including most recently, implementation of a new housing management IT system.
John Ball, Chief Executive of the Church of England Pensions Board, commented on the appointment:
“I’m delighted to welcome Tom to lead our housing and charitable operations. Tom brings a great deal of housing and property experience from the charitable sector. Loraine will be a tough act to follow and I am confident that in Tom we have an excellent successor, ready to take our housing work through its next phase. On behalf of the Pensions Board and its trustees, I would like to extend my thanks and gratitude to Loraine for her commitment and dedication to the Pensions Board and its customers. We all wish her well for her retirement.”
The Reverend Caroline Titley, Pensions Board Trustee and Chair of its Housing Committee, added:
“On behalf of the Housing Committee, I would like to thank Loraine for her great dedication over the past 16 years. We wish her well in her retirement. It is our privilege to serve and support our retired clergy and we look forward to working with Tom in the future.”
