Review of the Mission and Pastoral Measure 2011
Consultation privacy notice
Introduction
The Legislative Reform Committee of the Archbishop’s Council asked the Church Commissioners to review the Mission and Pastoral Measure 2011 and to present a consultation paper to the July 2021 session of the General Synod. The consultation paper was debated on Monday 12 July and a consultation period will run from 13 July to 15 September 2021 to gather views to inform new legislation. The questions from the consultation paper have been put into an online survey format.
This privacy notice sets out how the consultation process and survey will be managed and comply with the requirements of the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018. We expect that people will respond to the consultation on behalf of organisations, such as dioceses, or parish churches, but people will also be able to respond as individuals, either through the survey or by a dedicated e-mail address – [email protected].
The feedback from the consultation will be summarised and presented to Synod. It will be anonymised, so no-one will be identified individually. If there was a need to use any particular quotes they would either be anonymised, or the permission of a contributor would be sought before it was used publicly and would not be used if permission were refused.

- What information do we need to collect and how will we use your personal data?
The survey will ask people to provide the following personal information:
- Contact details – name and e-mail address and job title, so that we know which organisations and people have responded and can assess the level of support for proposals within the broad church community. We can also ask people if we have questions of clarification on comments in the submission to ensure accuracy.
- Personal information – we will ask people to identify if they are laity or clergy, and for details about age and gender. This is because we believe that views on the proposals will be influenced by these factors and it is important we understand those dynamics when crafting future policy and legislation.
- The lawful basis for using your information
Consent – you will be asked to signify your consent to the use of your data as part of the process of completing the survey.
Special category data
Legitimate activity - we process information that reveals your religious belief as indicated by whether you are clergy or laity and any titles you may have due to your work within the Church (e.g. Reverend, Bishop etc.), as part of our legitimate activities, and will not disclose it outside the Church without your consent.

- How long do we keep your information?
The anonymous, statistical results of the survey will be kept indefinitely. The personal data (email) used to contact you will be removed once the survey analysis has been completed.
- Your rights
You have the following rights regarding your personal data:
- The right to be informed about any data we hold about you;
- The right to request a copy of your personal data which we hold about you;
- The right to withdraw your consent;
- The right to request that we correct any personal data if it is found to be inaccurate or out of date;
- The right to request your personal data is erased where it is no longer necessary for us to retain such data;
- The right, where there is a dispute in relation to the accuracy or processing of your personal data, to request a restriction is placed on further processing;
- The right to object to the processing of your personal data
