1. Between the Church of England National Church Institutions, dioceses, cathedrals, and bishop offices, as well as between the Church of England and the Church in Wales:

Support effective information sharing for the purpose of reducing risk of harm to children, young people and adults at risk and promote their well-being.

Work closely with each other in responding to safeguarding concerns, ensuring information and resources are shared lawfully and consistently across dioceses etc.

Provide a lawful mechanism for the timely and consistent sharing of clergy blue files across the Church of England the Church in Wales.

2. Between the Church of England National Church Institutions, dioceses, cathedrals, and bishop offices, as well as the Church in Wales and police forces in England and Wales:

Support prevention, investigation, detection or prosecution of criminal offences or execution of criminal penalties including safeguarding against and the prevention of threat to public safety.

To prevent death and serious harm

To identify people who may pose a risk to others, and where possible, work to reduce offending behaviour.

Put in place safeguarding risk management or support arrangements.

3.  Between the Church of England, Church in Wales and statutory partners to:

Help identify, assess and respond to risks or concerns about the safety and welfare of children, young people and vulnerable adults;

Facilitate more accurate timely decision making for children, young people and vulnerable adults;

Co-operate and work with each other and statutory partners to identify and manage risks posed by potential and known violent and sexual offenders living in the community.

Collaborate with each other and statutory partners on the reporting and management of allegations of abuse within the Church of England and the Church in Wales.
