FAQs about the move to Stipend Exchange for savings into your pension
Stipend Exchange is a new, voluntary scheme to help Clergy save Additional Voluntary Contributions (AVCs) into their Clergy pension scheme. It applies automatically to any AVCs unless you opt out.
This new scheme applies to Clergy paid by the National Church Institutions payroll team which runs the clergy payroll on behalf of dioceses. Please note that if you are paid locally, it is up to individual Responsible Bodies or employers as to whether to implement this scheme.
These FAQs explain what Stipend Exchange is, how it works, and how it could benefit you. If you have any questions, please contact [email protected].
We cannot give you advice about whether you should switch to Stipend Exchange. If you are unsure, you may wish to discuss this with an Independent Financial Adviser. If you do not have an Independent Financial Adviser but think you might need one, there is information available on the Church of England website for you to consider.

2025 Autumn Budget
Did the Autumn Budget affected this scheme? That depends on how much you save. Currently, Income Tax and National Insurance are calculated after any pension contributions are made by salary sacrifice (or what we are calling ‘Stipend Exchange’). From April 2029, if you pay into a pension using the Stipend Exchange Scheme, you’ll pay National Insurance on anything you save over £2,000. The Government's Money Helper website provides a summary of the changes announced in the Autumn Budget.
While this change will reduce the overall benefit for anyone making AVCs of more than £2,000 per annum, the Stipend Exchange Scheme will remain advantageous for clergy making AVCs.
