Section 5: Role Equivalence – Learning Required by Staff

Within the context of a TEI, the voting members of the Governing Body are seen as equivalent to members of Chapter, but this would not include student representatives.
Senior LeadershipTEI Principals and any other members of the senior leadership team with responsibility for, and involvement in, safeguarding matters.This should always include the Chair of the Governing Body. We recommend that Designated Safeguarding Leads also take this course. Also, in larger TEIs, it may be advisable for other senior staff to take this course (eg Head of Anglican formation or Head of a sub-centre or vice-principal) depending on the TEI structure.
Support PersonAny member of staff who will act as a support person working with survivors.It is anticipated that this would normally come from outside the TEI, but if a TEI wanted a member of staff to work with survivors then training is available from the NST.

Safer Recruitment

Any TEI staff with line management responsibility.

Any staff involved in staff and/or student recruitment.

This should include any member of staff responsible for interviewing and recruiting independent students.
Spiritual Abuse and Healthy Cultures Designated Safeguarding Leads and Principals. 

It is recognised that many TEI employees are not “Church Officers”, but all must complete safeguarding training appropriate to their role.

Catering and other support staff

The role that catering and other support staff play in an institution varies substantially. Some institutions also run conferences and might take independent outside guests. In these cases the catering and cleaning staff are more akin to hotel staff. In other institutions, especially smaller ones, the catering staff are seen as, and function as, much more part of the community life of the institution.

As such, each TEI needs to decide what level of safeguarding training is appropriate for each role in their institution. This should be seen as part of basic induction to the role and should be completed within a week of starting. The minimum is Basic Awareness.  Where it is clear that the catering or other ancillary support staff are not an integral part of the community life of the institution, and do not encounter the families of students, then the TEI may decide that an alternative equivalent to Basic Awareness may be taken that is better suited to their context. This needs to be documented with the proof of course completion kept by the TEI. This would be the exception; normally the standard Basic Awareness course is most appropriate precisely because it does focus on abuse in a Church context. The Basic Awareness course or equivalent needs to be repeated every three years unless a more advanced course is taken. TEIs may require some staff to take the Foundation course. This might also be part of the initial induction, or at some stage say after completing probation or when they are given additional responsibilities. Even within an institution the pattern might vary depending on the degree on interaction between the particular staff member and the families of students.

Contractors

TEIs must ensure that all contractors who come onto TEI property or into contact with students (or their families) are made aware of and agree to follow all relevant TEI safeguarding policies and procedures. They should also know whom to contact in the event of a concern.

If any contractor has a regular, extended student-facing (or student-family-facing) role, then TEIs should ensure that such contractors have received the safeguarding training that would be required for TEI employees with such a role.

In the event that any contractor is undertaking regulated activity in their role then the TEI should ensure that the relevant DBS check has been made by the TEI or the contractor’s employer as appropriate.

Training alongside local dioceses

TEI staff are encouraged to undertake training alongside diocesan staff, especially on the Senior Leadership course. While normally this would be with the diocese to whom the TEI reports, this may not always be possible depending on numbers and other factors.
